Dorothy, while home on the farm in Kansas, gets lost when trying to show the way to Butterfield to a shaggy man. She finds herself in a confusing maze of roads with no familiar landmarks. The shaggy man, who carries a Love Magnet, explains he doesn't want to go to Butterfield because a man there owes him fifteen cents, and he dislikes money. Dorothy and the shaggy man then encounter Button-Bright, a lost boy who knows nothing and can answer no questions. They also meet Polychrome, the Rainbow's Daughter, who has fallen from her father's rainbow and is lost. The shaggy man is transformed into a donkey-headed creature by King Kik-a-bray in Dunkiton. Button-Bright's fox head is removed by King Dox. They face danger from the Scoodlers, creatures who want to make them into soup, but escape by throwing their heads into a gulf. They find the Truth Pond, which restores Button-Bright's and the shaggy man's original heads. They are welcomed to Oz and travel to the Emerald City, meeting old friends like Tik-Tok, Billina, the Tin Woodman, the Scarecrow, the Cowardly Lion, and the Hungry Tiger. The story culminates in a grand birthday celebration for Princess Ozma, attended by many unique characters from various magical lands. Many guests depart via the Wizard's giant soap bubbles, while Polychrome returns home on a rainbow. Dorothy and Toto are sent home to Kansas using the Magic Belt, and the shaggy man is granted permission to stay in Oz.
